Description

The HR Manager will oversee the full recruitment cycle, including job postings, screening, interviewing, and onboarding, while developing strategies to attract top talent through job fairs and collaborations with institutions. The role also includes managing payroll processing, attendance, employee benefits (leave, insurance, bonuses, incentives), and ensuring compliance with local labor laws. The HR Manager will assist managers with performance reviews, support employee relations (grievances, disciplinary actions), and manage employee engagement programs. Additionally, the role involves handling sensitive HR matters, including disputes and legal issues, maintaining smooth day-to-day HR operations, and managing offboarding procedures.

Responsibilities and Duties

Oversee the full recruitment process, including job postings, screening, interviewing, and onboarding. Develop and implement recruitment strategies to attract talent, including participating in job fairs and collaborating with educational institutions. Identify staffing requirements and ensure recruitment is completed in a timely manner. Manage orientation and onboarding programs to ensure seamless integration of new hires. Prepare employment contracts and offer letters. Handle payroll processing and attendance management. Administer employee benefits, including leave, insurance, bonuses, and incentive programs. Ensure compliance with local labor laws, such as CPF contributions and tax submissions. Support managers in setting KPIs and conducting performance reviews. Provide guidance on employee issues, including grievances and disciplinary matters. Ensure adherence to labor laws and company policies. Manage employee engagement initiatives to promote a positive work environment. Develop and implement standard operating procedures (SOPs) for attendance, payroll, and employee management. Handle sensitive HR matters, such as disputes, investigations, and legal issues. Ensure smooth day-to-day HR operations, including timekeeping, overtime management, and staff scheduling. Manage offboarding processes, including exit interviews and clearance procedures.

Qualifications and Requirements

Bachelor's degree in Human Resource Management, Business, or a related field. Minimum of 3 years of experience in HR operations in Singapore. In-depth knowledge of statutory regulations and the Employment Act. Ability to navigate complex employment regulations and challenges with professionalism. Flexible and hands-on approach to all aspects of the role. Discreet and tactful in handling sensitive and confidential information. Proficiency in both English and Mandarin to communicate effectively with directors. Strong ability to manage multiple tasks and priorities effectively.
